In 1949 and 1950, catastrophic flooding in the Huai River Basin spurred the construction of the Banqiao dam. With the support of Soviet consultants, building the Banqiao dam on the Ru River began as part of a scheme to regulate flooding and generate energy. Xu et al. (2009) argue that due to a lack of pertinent hydrology data, the design standard ended up being below the mean level.
